Community Strategic Guidelines

 

From the strategic point of view, the National strategic reference framework (NSRF) of Spain must be a reflection of the Decision adopted by the Council on 6 October 2006 on Community strategic guidelines on cohesion. Pursuant to Council Regulation (EC) No. 1083/2006 of 11 July 2006 laying down general provisions on the European Regional Development Fund (ERDF), the European Social Fund (ESF) and the Cohesion Fund (CF), an indicative framework must be defined for the intervention of the Funds, taking account of other relevant economic policies.

These guidelines establish the major priorities of the cohesion policy for the next programming period:

 

  • Improving the attractiveness of the Member States, regions and towns by upgrading accessibility, ensuring an adequate level of services and protecting the environment.

  • Encouraging innovation, entrepreneurship and the growth of the knowledge economy through research and innovation capacities, including new information and communication technologies.
  • Creating more and better jobs by attracting more people into the market and the entrepreneurial activity, improving the adaptability of workers and enterprises, and increasing the investment in human capital.

These guidelines also contemplate the following horizontal principles for all development strategies:

  • Gender equality and non-discrimination on the basis of gender, race or ethnic origin, religion or belief, disability and sexual orientation.
  • The urban dimension, where programmes may consider, inter alia, the role of cities as the driving force of the economic growth of the regions; social inclusion problems; and a multi-centric balanced development by establishing links between cities of different sizes.

Following these priorities and principles, each Member State is expected to create the regional development policies that best suit its specific characteristics.
